I believe this rumour has been quashed on several websites already.
However, as someone has mentioned elsewhere in this thread, I did hear
on the radio this morning that the fourth series is planned to be the
last. Don't know how true that is, but it's clearly been reported by
at least two separate sources (Sky News and whatever radio station I
was tuned to on the way into work) unlike the the Freema rumour which

Since the existence of the 4th series was only confirmed on 22nd March
2007, I'd have to conclude that anything relating to a 5th series
existing or otherwise can be speculation at best. It seems highly
unlikely that any decision has been made or even discussed.

As to unnamed radio stations, I remember them being equally certain
that Ms Piper had departed with Eccleston just a few days before
series 2 filming started. I can even tell you exactly where I was when
I heard the radio report so I'm sure IRC!
