Some of us still do that. Electrolytic capacitors have experienced notable
quality issues in recent years, so that's one of the most common causes of
failure for modern devices. Typically, replacing every cap in a device is
only a quid or two, so it's often quite worthwhile. I've personally done a
VHS VCR PSU and a PSU for a 100Mbit switch.
I just wish my fault-finding skills were somewhat more advanced. At the
moment they pretty much consist of a) look for obvious dry joints and
resolder them, then b) replace all the electrolytics on spec. :-(
