Well, you see, the network commissions reports on the shows that invariably
suggest that any program that is not a soap could pick up additional female
viewers if more human interest storylines are introduced; if the program is
made more like a soap. So, over time all drama that survives more than a
couple of seasons tends to become a soap.
We can see this in The Bill, which used to be a simple cop show in the
tradition of Z-cars. Now it is a full blown soap and totally detached from
reality because they too did research that suggested a bigger audience if
more human interest storylines were introduced.
