And I wonder how long it will be before someone starts complaining that
pumping several thousand volts through a suspect with a Tasser gun is
over the top.

If he's having a bath at the time it probably is, yes.

However if a suspected suicide bomber is having a bath at the time, it will probably be rather obvious if they've got bombs attached to them. Unless they've got the explosives stuffed up their... no, I'll leave that to your imagination!
