Improved teacher training and school inspection has improved
teaching standards immensely.

It _has_ got rid of some hopeless cases, but at the (inevitable?)
expense of losing some of those who are brilliant (teachers) but
eccentric. (And no, I don't have any solution. You've got to have
standards of some sort, I think - unfortunately, any standard that it
is practical to implement will have some undesired [and in some cases
even unanticipated] side-effects.)

the main problems with the present regime are (a) teaching seizes up
when an inspection is due, and (b) the school is turned upside-down to
enhance the chances of good sats results.

fundamentally authoritarian governments have been sold a sequence of
pups by professors of education who claimed that minuscule observation
is the way to improve teaching performance. of course, it does lead to
very jumpy teachers; i don't know whether that's thought to be a good
thing.
