Yes, you need to be a member to take part. It's Google's usual way of rolling out beta software. It helps them control the numbers but also allows people who know each other to get on the system.
I am signed up, though I don't have any invites to hand out. We've briefly looked at it at work to see whether it offered any advantages over the various technologies we do use for distributed collaborative working. The jury's out at the moment.
