I've seen the other suggestion and it might be better suited,
but I was searching something minimal that would work on
my Windows 2000 system (where JPEGs cannot easily become
desktop wallpapers, you had to switch on ActiveDesktop which
is a suspicious technology and uses more memory). I ended up
with "Paper" (http://krapplets.cream.org/paper.shtml), which
converts JPEGs to BMPs as needed and has everything else one
would expect from a wallpaper changer. I use the latest version
that's marked as a beta on the page. My desktop wallpapers,
by the way, are mostly my collection of spectacular astronomy
pictures from Hubble and other sources, but on my regular account
I got stuck with my version of the CIA Factbook's time zones map
(https://www.cia.gov/library/publications/the-world-factbook/reference_maps/pdf/time_zones.pdf).
I toned the contrast way down and put the whole thing behind what
one would have to call a blue screen. Kind of topical really. :-)
