I don't even know that any of my cars have even had rear foglights! I think one of them did, now I think of it, but I think the advice I have usually received from all quarters is that I don't need to worry about it as these days in this country we rarely get the sort of weather conditions where fog lights are more help to the driver than nuisance to others.
I can't think of any situation where_rear_ foglights are of _any_ use to the driver of the vehicle to which they are attached; however, in really thick fog, they _are_ of _some_ use to a vehicle approaching from behind, in that they make the vehicle to which they are attached visible from further away. (And thus of indirect use to the driver, I suppose, as s/he's less likely to be rear-ended.)
Of course, if the following vehicle is going that fast in such conditions anyway, s/he has only himself to blame for any collision, but that doesn't reduce the inconvenience (or worse) to anyone s/he does run into.
