They still are, when parked on a road with a speed limit greater than
30mph. (Highway Code rule 249.)
I think on some cars it was possible to switch on only those on the
right hand side of the car (i.e. those furthest from the curb under
normal conditions) to halve the drain on the battery.
Still is, on many modern cars. Try turning off the ignition with the lights
and indicators on. The parking lights on one side (chosen by the
indicators) will stay on.
And when you next need the car you'll find the battery run down :-(
