ITYWF that banning divorce would do a lot more good in cooling demand. The problem is not one of population but of household size.

You're right, but I don't think you could ban people from separating and moving out, even if they couldn't divorce. And there are ever-increasing numbers of couples like Lilian and Matt who were never married in the first place.
