Yes, all very silly posturing: the function it performs/ed (however badly or well) still has to be carried out, i. e. chasing fathers (it's usually fathers - would be interesting to know how many mothers are pursued!) for maintenance. This still has to be done, whether there's a central agency or it just falls to social services/local authorities/whatever.
After all they are eventually going to stop repainting the Forth Bridge (BR tried that some years ago so now they are having to repaint it properly).
As for nic and grocery shopping - I would imagine that Will is indeed paying there, if only because some of it is food for him; I can't really see him bothering to subdivide it as "that's for my steak so I'll pay, that's for your and the kids' gruel so you will", not out of any great altruism on his part, just couldn't be bothered. PLus presumably it includes all the other domestic matters - washing powder/whatever, house-cleaning materials, and so on. (I presume Nic is doing general housekeeping - we've certainly not heard of any servant/cleaner, so either Nic is doing it or it's just not being done; I suppose Will had to do for himself before, and would have done it well when he was "Grundy made good" months ago but I can't see him doing the more that is implied by having the kids - and Nic herself - living in the house.)
One also presumes that, er, conjugal activities are taking place, at least sometimes. (One _presumes_ with precautions, physical or chemical, unless that's another plot twist that's planned. I sincerely hope not.)
