When I go shopping I usually take my own basket and frequently say to the shop assistant "I don't need a bag, thank you." Far more often than not the assistant will say "Are you sure?"

I am *so* tempted to say "Well, let's see ... I have my own basket, I have more than enough plastic bags at home, I do try to be at least a little bit environmentally-aware. So on balance, yes, I am quite sure."

Tempted, but never quite brave enough:-(
