I've just tried googling for "outlook express bak recovery" and that came up with quite a few suggestions, including some Microsoft sites. I would second the suggestion of having a further search for the missing folder, in case it has been dragged and dropped somewhere surprising. When I did that (in Thunderbird, rather than OE though), I found it by doing a search in Thunderbird for a subject / sender that I thought would occur in the missing folder. Will OE let you do something similar?
