Some years ago, there was an election for one of the local wards, where
all three candidates were paper candidates who had agreed to stand with
no expectation of getting in!

My ex had agreed to stand as a Lib Dem, assuming that it was solidly
true blue. It was only later on that he discovered that a Lib Dem had
won it a few years earlier! The Conservatives had some heated local
debates over who to pick and eventually picked an ambitious young chap,
who wanted the experience of fighting an election; the main reason he
was chosen was that, as an outsider, he didn't have enemies in the
village, unlike the other possibilities. Labour were always outsiders
locally but make a point of standing in all seats.

By the time of the election, the idea of being a councillor had grown on
K, my ex, but the Conservative still didn't want the job.
Unfortunately, it was the Conservative who won the seat by half a dozen
votes. IIRC, he was thrown off the council some months later, not
having attended any meetings.
