I think that's an empty request. No Western Democracy could allow one
of its citizens to be kidnapped without making some sort of an effort
to rescue them. And if there's a rescue then there is a good chance
that someone will be killed. In the present case possibly the Iraqi
who was captured and 'persuaded' to reveal where the hostages were
kept. Even though he was released, he must still be in danger. The
kidnappers might be quite unreasonable about his actions.
