OK, I am both stupid and now completely panicked. I decided to do your
second option and did so at some speed (the stupid part). When I opened
OE again it said it was storing the folders. Sure enough files appeared
in the folder I created. BUT.... I found they can't be opened.

What exactly do you mean by "they can't be opened"? How are you trying to
open them?

They are in a format that only Outlook Express can interpret, and it seems
that OE is able to open them and let you view the emails in the normal way.
If you were wanting to be able to view them in another application, then
that's another matter entirely.

I haven't used OE for some years (probably version 5 was the last I used)
but IIRC, .dbx files may be opened in notepad (or wordpad). This will give
a continuous text rendition of the emails stored therein, including all
headers.

Each *.dbx file probably has an associated *.idx file which OE uses to
organise the emails in some way.

I wonder if a better way of archiving these emails would be to forward them
to something like a gmail account? It would be a tedious task initially but
once the existing ones had been done, easy enough to keep up.
