I don't think there's any question of the children running over the
neighbour's allotment, more that a toddler can't be left to play on the edge
of her own allotment without being zapped. As for their being no great
danger, I don't know enough about it but would have thought it was at least
unpleasant for the child and the idea of getting the allotment was partly to
offer a pleasant environment for the children to be in and learn from.
