Instead of having all your hard disks on line at once why not try a
hot swap docking bay?

The one use I use holds 4 SATA300 hard disks, but only takes up 3
5.25 inch drive bays in your PC.

It's not cheap - 62 pounds, but as it's hot swap you only need to
have the disks fitted, and powered up, when you need to access them.
This provides a lower running cost, less noise and less heat is
generated.

They also make a 3 disk one which only takes 2 bays, and a 5 disk one
which takes 3 bays where the drives are mounted edgewise

The hard disks are fitted into a tray which easily slides in and out
of the docking bay.

Extra trays can be bought for about five pounds.

It has a large - quiet - fan to draw cooling air across the drives.
I use one with 4 Seagate 750GB disks fitted and they don't get hotter
than 36 degrees C.
