The resident has maybe elected not to be on the published list, or may have
a home elsewhere that is considered a main home and is registered there.

Tried to find the an electoral register entry for a specific address
in my area today.
Could not find one for that address. Did find the neighbours on both
sides.
What could be the reason or reasons for this?
