That's King Charles I, erected in 1663 (14 years after he was beheaded, and three years after the restoration of the monarchy).
The location is that of the 'Charing Cross' erected to mark the place at
which Queen Eleanor's (consort of Edward I) coffin was rested before the
funeral at Westminster Abbey in 1290. Distances from London are
traditionally measured from here.
There is now a Victorian replacement for the original cross, outside
Charing Cross Station. The original was destroyed during the civil war.
