Admittedly, this plan is a little rough round the edges and some tightening

Perhaps resulting discussion could be submitted to TfL or Wesminster Road
Management Dept.

I'd go further, and have only walk-on/walk-off [1] free buses (or trams)
between Centre Point and Marble Arch; no buses at all that start or end
their journey elsewhere. Demolition of the present Centre Point building,
and re-arrangement of the roads around Marble Arch, would make room for
comfortable interchanges with buses, tube, and taxis, for people entering
and leaving Oxford St. Extending the free shuttle to include Tottenham
Court Rd and Charing Cross Rd would be worth considering, even if other
vehicles were not excluded from those streets.

[1] meaning roll-on/roll-off for wheelchairs and prams etc as well, of
course. Possibly no conventional seats, just 'misericord' ledges similar
to those near the doors on some tube-trains - so that the space can adapt
automatically to accomodate the number of wheeled passengers actually
using the service.
