I am not sure that reflects today's reality. As an example, only yesterday
afternoon I saw a group of drunks nearly get themselves mown down as they
wandered aimlessly through traffic on a busy road waving their cans in the
air. They were not being violent, but they were very much a danger to
themselves and those around them.
