Q: Part name - and where in Lincolnshire?

I need a replacement small 1.5mm diameter rubber washer. It fits on a piston
but it has a collar with a spring around it, to keep it tight.

For starters, does anybody know what this particular type of washer is
called? And is there anywhere in Lincoln/Lincolnshire I could look for one?
