After living in my place for almost two years I receive a letter from
Southern Water saying that there's been a mistake on their part and I
probably hadn't received a bill in a while. In another envelope were
three bills dating back to when I moved in..... in total... over £400!!!

Earlier in the year, they changed the systems they use for billing etc.
Unfortunately for them, whoever migrated the systems over didn't do a
very good job of making sure all the data was fully integrated, and as a
result I ended up with them passing 'my' account over to a debt
collectors even though we were up to date.
When I phoned them to point out the error of their ways, I also reminded
them of the clause in their charter that states they will cough £25 in
your direction should they have got certain things wrong, with passing an
account to a debt collectors being one of them.

Oh??? Maybe I should give it a go!!! I'm just in the mood for that!!!
Worth a try - point out you know their systems have had problems with
merging data earlier this year. ;-)
