"hurtee" is supposed to be the way a Chinaman says "hurt", in his accent.

and so "tooth-hurtee" is the time at which a Chinaman apparently visits an
English dentist because his tooth hurts.
There are loads of jokes like this which play on the English language and
its vagaries.
