Or maybe they got the right guy. Rather than look at it in the usual,
favourable british "all police are stupid" perhaps they had intelligence on
him that they cannot release as it would, say, expose a mole, or put someone
else at risk. Maybe, as an electrician, he wired up the bombs that killed
the commuters the first time, and they decided to put him out of the picture
execution style.
If he hadn't have overstayed his visa by 2 years, and got a forged stamp on
his passport, he'd be alive today with his family in Brazil.
