That is what I'm beginning to suspect.

so dealing with them generally can
be a very frustrating business. If you really had a 'beef' with a PCT, you
would have to take them head-on, through the courts, to get a result.

I've worked within NHS Trusts and PCTs for years so I hope this insight is
