Is it not the case that they just have to be close to an access point?
I'm not 100% but I think I have seen things about people sitting in
their car using wifi
sites round this area. Roughly 12 round W/Bay, 12 North Shields and
about 20 plus around South Shields.

There are also plenty of folk with insecure WiFi that allow the
less scrupulous to gain access to the internet. I have one near
me, completely open including the router that if I so desired I
could put in a password and lock the legitimate user out. I'm
hoping to find him/her to point out the error of their ways.
