At the end of the day who pays? Houses become more expensive
and further out of reach of first time buyers.....
A change of building materials might also help -
recycled plastic instead of wood for example.
Oh Yes! The fellow down the road is into plastic. Took all
of his good cast iron guttering and down pipe of and
replaced them with plastic. That was about 10 years ago.
Result, he has had to have them all replaced again. The
material became brittal cracked ... broke! I'm in a
house built in 1880. Original cast iron stuff still
going strong. I dread to think what state some of those
hi-tech lean tos called conservatries and porches will be
in in15 to 20 years time.
I suppose you will be suggestion flat plastic roofs
in your next post. {;- ))) }

I suppose a lot depends on the quality of the plastic guttering he had
fitted. Our bungalow was built in 1983 and all it`s original plastic
guttering and downpipes are fine.
If first time house buyers want to live on a flood plain then they`d just
have to bite the bullet - or risk getting flooded with the consequential
expense that THAT would entail.
Quite a few buildings around here have had plastic roofs fitted for some
time (admittedly not the dreaded flat ones) and I haven`t yet seen any
repairs going on since!
