Which of these sentences are correct please. Can I say 'make up' a bait
box

As far as I can see either could be used.

1. If you make up a bait box it could be made up from scratch - you get a
suitable box and fill it with bait.
2.You fill up a bait box - you fill up an existing bait box with bait.

Take your pick, love.
