Strange sheep behaviour?

Anyone out there know anything about sheep? Why would they follow a patten
like this? Any ideas?

I was driving home from Edinburgh through the Borders for a change (rather
than the motorway) and had to stop at the side of the road to take this
photo. I couldn't make out if there were any shepherds or collies forcing
them into this bizarre curved pattern - I don't think there was anyone there
though.

All suggestions - the weirder the better - welcome
