Perhaps the average water board doesn't have the sea on three sides and a
government that insists on the sea being clean?
Then the govt should help out as it's rather unfair - particularly as
Cornwall is the poorest area in the country.
Perhaps you would rather live in London or Birmingham.
At least you can earn a living there. Cornwall may be beautiful but you
can't eat the scenery.

Water is a need not a commodity to make obscene profits from.
Water meters are fine unless you have a family to keep clean.
