Vehicle Excise and Registration

The Act refers thoroughout to "The Secretary of State may make by
regulations......."

I am looking for the regulations relating to the £80 supplementary
charge for not SORNing

All I have found so far is
The Road Vehicles (Registration and Licensing) Regulations 2002

Which AFAICS does not mention the supplementary charge.
