Not if the set isn't faulty he isn't. Some sets do take a long time to
change channel due to the processor having so much to do. The OP sounds as
though he is impatient.
Not when it is up to 15 seconds sometimes. The engineers agreed on the first
visit that
the time between channels was too long, and again when they changed the PCB.
But if the engineer has changed the pcb there is nothing left so the set

Something working as it was designed to do, does not per se make it
fit for purpose, or free from fault in what could be expected in
normal operation of goods of this type.
