I blame *any* government that has been in power for a significant
period of time and has failed to stop such behaviour. The present
government has, on the contrary, bent over backwards to *excuse* such
behaviour.

If the 'behaviour' that you are referring to was endemic and meted out by the majority of officers policing the protest, I might accept your point. In actuality, it is only a few officers who 'lose their rag' who act in this way. That is not to excuse their actions - simply point out that it is not common practice.
