The stated purpose of such a mode is so that in the event of a serious
incident, the mobile network does not become congested with all the
people who will be calling friends and relatives to tell/ask them
what's happening, and so people who need to contact the emergency
services will still be able to do so.
Worked wonderfully well during the terrorist attacks on London a couple of
years ago - Not.
It was not required to be used during that event. You are perhaps
confusing the *stated* purpose of the mechanism with its *actual*
purpose.
