As the organisation concerned is a public body, the manager would have
been responsible for some part of the annual report system on her
staff. If there was another layer between her and the workers on the
ground, then she would have had responsibilities as 'countersigning
officer', which usually involves interviewing staff about their annual
report, if not filling in the report as their direct manager.

As such, she would have had some familiarity with the detailed work
that was undertaken by the staff on the ground, and she could be said
to have a requirement to be familiar with the significant aspects of
their work. It is on these occasions that such issues as lack of
resources, workload, etc can be brought up.

The person mentioned seemed very keen to show off how her department
met its 'targets', by means of a badly-produced graph with few points
on it, from an Excel spreadsheet. It raises the not-unknown
possibility that she did not seek to ask her staff, as a responsible
person, about the difficulties of the job, but merely counted
ticks-in-boxes. It is not unknown for staff to be encouraged not to
raise problems at these interviews.

The issue here is that she almost certainly had some responsibility
for her staff's performance. How she discharged that responsibility
remains to be seen, and may form some part of the panel's case against
her.
