Aldi Car Park

The above have been operating a brutal parking system in which people
were sent bills through the post if they overstayed their welcome.
Number plate recognition enforced this. However I now notice that
although there are signs saying you must not overstay, but now there
is NO sign saying what the penalty would be if you did!. It is now
the same in Sainsbury, again with no sign saying what penalty is
enforced. Can they issue any penalty under these conditions?
