It's hard to separate the seatbelt law changes from the dring driving
law changes back in the 80s (the government conveniently arranged for
them both to happen at the same time).
However, it appears that seatbelts probably had little overall effect
on deaths but there was an increase in cyclist and pedestrian (and
motorcycle IIRC) deaths when the seatbelt law came in.
