Like any other legal behaviour, it only becomes a problem when it causes
some form of harm to either the subject or other people.
Even if there are no obvious downsides to an activity (such as getting
into debt through excessive gambling or getting fat through excessive
eating), all sorts of perfectly normal activities can cause harm if they
become so compulsive that they interfere with other aspects of a
person's life.
I once met a person who was a compulsive hand-washer. He had a need to
wash his hands at least every half-hour. This seriously affected his
life, because he could not go anywhere or do anything that would prevent
him from visiting a washroom on frequent occasions.
I know young people who have serious relationship problems because they
are addicted to computer games and spend all their free time interacting
with a video display rather than other people. In one case it led to a
divorce.
A compulsion to have sex frequently could easily lead to similar
problems. But if the person is perfectly happy with life, I see no
reason to change.
Some religious actions can be identified as compulsion neuroses.
