In that case he is not "unloading".
He is "unloading and transporting goods to a work site".
I don't think you will find a single authority i the country that
would allow that to class as merely "unloading".

The law allows in unrestriced zones for un +- loading for 20 mins. I
do not know of any requirement that the un +- loader must be visible
during those 20 mins. As long he has parked there for the purpose of
un +- loading and is engaged in that activity he is as far as I can
see complying with the law.
I would consider it to be unreasonable to issue a ticket within 20
minutes.
