It's just the opposite. Young people today have very few restraints on their
behaviour. Adults (including parents) have largely abdicated their
responsibilities to raise children with a sense of responsibility and
consideration for others
Because the state has made rules that make it difficult for adults to
carry out any such responsibility.
Where I was raised, if any youngster (or group thereof) began
misbehaving in public, sooner or later one or more adults would
approach them and make it very clear that there would be unpleasant
consequences for them should they continue their unacceptable
behaviour. So the youngsters did not misbehave in a way that was
likely to annoy others because they knew that someone would put a stop
to it PDQ.
In this country today the youths know full well that any adult who
carries out any similar threats would be arrested. So most adults
don't bother taking responsibility.
