An even better improvement surely would be to do the testing and immediately
take into care any child that failed. That would concentrate the minds of
the parents who think they can educate.

*Any* parent can educate a child up to the stage of early high school.
There may be perfectly valid reasons why a minority of children fail
despite the best efforts of the parents or school.
