HBOS have locked my bank accounts

Hi. I've been looking around online for some info on best route to
take in resolving a problem with Halifax / Bank of Scotland.
I gave out my sort code and account number to a buyer for my mobile
phone after advertising it online.
On 19th June, I checked my account as buyer said it should be
deposited. Online page showed a default message about server busy, so
I phoned helpline who told me account is locked and I have to visit a
branch with ID.
Took all my ID and explained details of the transaction to bank. I was
interviewed and declared I didn't know the source of the funds. They
confirmed the source account was used fraudulently. I was told 48
hours later accounts should be unlocked.
That was on 20th June. Today 4th July and accounts are still locked.
Retail Fraud Dept. say they did not receive any fax of documents.
Local branch insist they faxed them all twice.
I've spoke to customer services and retail fraud who all have a
couldn't care less attitude.
I'm unable to get access to my 3 accounts (cardcash, ISA and web
saver).
I am wondering how long they can keep my accounts locked, if anyone
here has had a similar experience and what legal path is advisable ?
