Is there anyone else I can contact ?

Its dangerous for the child and both of them to be behind the wheel with
no
license. The rest of us have to stump up and pay to learn and sit a test

we don't need any more idiots on the road someone\police need to do

No idea if it has an tax which I doubt with no insurance.

Advice welcomed!
Are you sure you have your facts right? If so, take some video and
post it to the police. They might take a video more seriously.
Yip 100% positive.
Have you offered the police any evidence?

I haven't, I would've thought it would be their job to get evidence ... but I could film it discretely if that would help them. But they could acuse me of doctoring it surely ? or altering date and time settings ?

I Hope you remember this if you are asked to give evidence in court against your neighbour. It is my experience that if they have no regard
for motoring laws they will almost certainly be low life scum who wouldn't think twice about getting their moneys worth of fines out of you.

Shitting on your own doorstep and all that. He'll get pulled over and dealt with somewhere else.
