Can't answer objectively, but in the past 20 years, I've seen plod :

1) not wearing seatbelts (4 of them in the car at once !)
2) use mobile phones (*not* radios)
3) eat
4) overtake me in a 30 doing about 35, and carry on at that speed
(i.e. not on a shout)

I've had one deliberately do 60ish ( in 30 zone) in his van passed me,
when I was on my bicycle, he was trying to scare me I think. He was
the one looking scared when I caught up with fatty stuck in traffic.

5) deliberately use the wrong lane to avoid traffic (again, not on a
shout)
6) tailgate me for 2 miles on a dual carriageway (I wondered if they
were trying to get me to speed up so they could nick me)

so in general, ISTM that police drivers are simply a subset of the
general driving population.

I've also seen one smoking in his van a couple of months ago.
