Learn a few useful phrases in a foreign language appropriate to your
looks, look puzzled and start using them. Much the same thing works
using English in many countries overseas. Most officials really don't
want a complicated life.
I've found a monologue about aircraft flying in the sky, in Russian,
works very well. Try French (in the UK or North America). If they reply
in school French, switch to Kreyol. Hilarious, but don't laugh.

On the idea of teaching people basic rights in school: the sad thing is
you'd have to change the course every year to take into account all the
new laws that come into force.
In fact, once a year updates might not be enough :-(
