Many schools have a policy of disallowing pupils from bringing mobile
phones to school.  I should think that the phones were only
confiscated until the end of the school day.

Indeed, my sons school have such a policy, which makes sense for many
reasons :

- prevent distractions in class

So? Require all phone to be turned-off in class.

- prevent "happy slapping" (aka assault and battery)

Shock! Horror! Assault and battery never happened in schools prior to the
invention of the cellphone! It's those evil phones that caused it! Pull the
other one...

Are you really stupid enough to believe that?

nobody is saying bullying did not happen.

But there is no doubt whatsoever that having the ability to film and
distribute that have made the situation worse.

And incidentally, I think the media attitude to it is utterly
disgusting.

they should never have referred to it (even in quotes) as "happy
slapping", since there is nothing remotely "happy" and it is generally
far worse than "slapping". They are trivialising a very serious
problem by using that language.

- prevent instances of theft (which the school would inevitably get
embroiled in).

Theft is a police matter more than a school matter, I'd have thought. Is money
banned in schools? Most thieves, when asked, expressed a preference for money
over cellphones.

We were banned from having more than small amounts of money when *I*
was in school - and that was 30 years ago in a grammar school in a
fairly prosperous market town (Grantham).

In summary, your reasons don't hold water.

they hold as much water as the average swimming pool.
