Hmmm. I'll tell you a true story (somewhat paraphrased) that happened
about 2 years ago. A 15 year old boy had a 16 year old girlfriend he
had known for about 3 months and also a 16 year old mate (male) he had
been friends with since junior school. It was reasonably evident that
the girl resented the amount of time the boy spent with his mate, and
thought he should instead be giving *her* all his attention.

The boyfriend and girlfriend were fairly overtly "precocious" with
each other (I have no idea whether they had a sexual relationship).

One evening the three of them were in the boyfriend's bedroom, the
boys playing a video game and the girl standing in the open doorway
being largely ignored. From time to time the boyfriend would leave
the room for some reason, and each time as he squeezed past the girl
he would briefly grab her breast and grind his hips into her, which
the girl made no objection to.

Then the friend needed to leave the room, and he did the same thing in
passing the girl. She became really upset and told the friend to
leave the house because he had groped her. Her boyfriend however told
her that whilst his friend had been "out of order," he would not kick
him out of the house. The girl burst into tears and went home to tell
her stepfather that she was crying because she had been sexually
assaulted by her boyfriend's friend.

The stepfather stormed around to the house, grabbed the friend and
punched him on the jaw, knocking him to the ground, then called the
police. The boy was charged with indecent assault (the police were
not interested in the stepfather's assault).

OK, now here's the result of that. The girl was totally gobsmacked by
the seriousness of the official reaction. Her boyfriend told her he
never wanted to see her again. Almost all her girlfriends considered
that she was wrong to have caused such a fuss, and she should have
just slapped his face and forgotten about it. Other boys of her age
decided that she was "dangerous" and avoided her like the plague, she
was never invited to parties etc. She in turn blamed her stepfather
for over-reacting, and that led to a serious breakdown with her family
and she moved out of the house. She is at present a fairly seriously
depressed young lady and I would not be surprised if I was told that
she has attempted suicide.

She retracted her complaint (probably due to peer-pressure) and the
CPS dropped the charge, but not before the incident had disrupted the
boy's family relationship, leading to him running away from home and
being placed in a very disreputable B&B by social services. He has
been arrested 3 times for minor public order offences since then
(probably correctly) and once for armed robbery (certainly
incorrectly, and released without charge). I believe his behaviour
was mainly due to influence from the other, much older residents of
the B&B which comprised a large proportion of drug addicts.
Thankfully he has now returned to his parents and has found a steady
job and seems to be back on the straight and narrow.

IMO she should have slapped his face and forgotten the incident which
I regard as being trivial.

From what you have said, I assume that you believe that the boy was
only a short step away from committing aggravated rape, and should
therefore have been locked up for a long time, while the girl did
absolutely the correct thing by reporting it as a serious incident,
and her present condition is entirely the boy's fault.
