Yes, they can.
In that instance, they'd be spending their day in court explaining to the
nice magistrate why.
"Because I am the keeper. The car is kept at my house, though all of my family and several friends have open access to it."
They'd have the points added to their driving record
at DVLA in case they applied for a licence in the future, just the same
as any other endorsable driving offence committed by somebody without a
licence.
Points for what? They cant be convicted of speeding as it wasn't them, they cant be convicted of failing to give information that they don't have. What points do you have in mind, and if they have no intention of getting a license, why would it matter?
If the vehicle's registered in the name of a business entity, then it's
the Company Secretary who's on the receiving end.
